Founded in 2021, Intracoastal Consultants, LLC is a civil engineering firm dedicated to providing expert water resources solutions for the Gulf Coast. Our core services include the planning, design, and administration of coastal restoration, flood risk reduction, and drainage projects. We are licensed to operate in Texas, Louisiana, Mississippi, Alabama, and Florida, serving a diverse range of local, state, federal, and private sector clients.
With over 40 years of combined experience executing coastal restoration and flood risk reduction projects, our principal engineers and professional staff are equipped with the technical expertise needed to navigate complex projects from concept to completion. We are driven by a commitment to delivering high-quality, professional services within the scope, budget, and schedule while maintaining open communication and strong document control.
Intracoastal Consultants is a registered small business with the Small Business Administration and a Certified Small Entrepreneurship through Louisiana's Hudson Initiative. Our Team
At the helm of Intracoastal Consultants are two principal engineers, Kevin Beyer and Kevin O’Gorman, who bring over two decades of experience in coastal restoration and flood risk management. Their leadership, combined with a dedicated team of expert engineers, ensures each project benefits from both technical excellence and personalized attention.

Kevin Beyer, P.E.
Principal Engineer
Kevin has approximately 18 years of experience in planning, design, permitting and construction in coastal and flood protection projects. Over the years, he has served as a design engineer, project manager, engineer of record and supervising engineer on numerous projects for local, state and federal public work clients as well as private clients. He has led the design of coastal and flood risk reduction projects including marsh creation, dredging, shoreline protection, diversions, water control structures, levees, flood walls, pump stations, regional detention ponds, and drainage conveyance improvement across the Gulf Coast. In addition to restoration and flood protection style projects, Kevin has the unique experience of working on the design and implementation for pipeline relocations from Horizontal Directional Drills, line lowerings, scour protection, and air bridging. This experience of understanding pipe stresses, pipeline operations, and designs is valuable in water resources projects as projects cross and impact oil and gas infrastructure.
Kevin O’Gorman, P.E., CFM
Principal Engineer
Kevin has 21 years of experience in design and construction of civil engineering projects. He has served as a project manager, engineer of record, or supervising professional for clients primarily in the public sector, including local municipalities, drainage districts, levee districts, and other state agencies. His design experience focuses heavily on stormwater management includes drainage studies, drainage pump stations, stormwater master plans, and flood risk reduction projects along the Gulf Coast. He has managed projects from all aspects of design including concept planning, feasibility studies, numerical modeling, preliminary and final design, cost estimating, development of detailed technical specifications and contract documents for compliance with local bidding requirements, and engineering services during construction. He has worked with a variety of federal and state funding sources and has a thorough understanding of the specific requirements for projects funded through FEMA’s Hazard Grant Mitigation Program (HMGP), Community Development Block Grant (CDBG) – Disaster Recovery Funding, the Gulf of Mexico Energy Securities Act (GOMESA) funding, and the LADOTD Statewide Flood Control Program.
